Title: 臺灣水下文化資產教育推動策略之研究

Abstract: 本研究之目的,在探討臺灣應如何推廣水下文化資產教育,首先研究臺灣推廣水下文化資產教育可能面臨之問題,再綜合研究發現,提出水下文化資產教育推廣的建議。本研究採文獻分析與深度訪談之方法,首先探討水下文化資產推廣之演變及現況;其次,根據文獻探討的結果,擬定「中小學推廣水下文化資產教育之訪談綱要」,進行訪談調查,藉以瞭解目前水下文化資產教育推廣之現況;最後根據研究結論,提出具體建議。綜合文獻探討與深度訪談所得之資料,得到以下結論:(一)全民意識不足及未理解水下文化資產之重要性;(二)師資缺乏且相關教材有待研發;(三)主管機關尚未積極推動相關教師研習。另,根據研究結論,對政府有關部門提出下列建議:(一)辦理教師研習並研發完善之教材;(二)將水下文化資產教育融入海洋教育課程綱要並提供評量方式;(三)大學開設水下文化資產相關系所或專門課程;(四)設立國家級水下文化資產博物館。
The main purposes of this study are to explore the relevant connotation and process of underwater cultural heritage education in Taiwan, to understand the problems arising from underwater cultural heritage education and to offer proposals for improvement on the subject. In order to accomplish the purposes, this study has adoptsed the methods of historical document analysis as well as in-depth interviews. Firstly, the researcher explores the relevant connotation and process of implementation so as to understand the progress and current situation of promoting underwater cultural heritage education. Secondly, the researcher compiles “interview outline for underwater cultural heritage education” based on the results of the historical documents survey and the study of underwater cultural heritage education in Taiwan. Finally, the researcher offers substantial suggestions based on the conclusions of the study. From the data of exploding historical document and of in-depth interviews, the conclusions have been reached as follows: (1) The lack of public awareness and understanding on the importance of underwater cultural heritage; (2) The lack of teachers with the basic knowledge on underwater cultural heritage and related materials that to be developed; and (3) The lack of active promotion programs on underwater cultural heritage at all level of governments. According to the above conclusions, this study made the following suggestions for future policy making: (1) To improve teachers’ professional training complete facilities and materials on underwater cultural heritage; (2) To include the underwater cultural heritage concepts in the “Outline of Marine Education” and to provide assessment methods for underwater cultural heritage; (3) To establish a professional programs or departments of underwater cultural heritage in universities; and (4) To establish a national underwater cultural heritage museum.
