Cost-benefit Assessment of Cultural Economy–A Study of Conservation and Reuse of Xin-Ying Sugar Railway Industrial Heritage

|Abstract: ||臺灣具有豐富的糖廠文化歷史，由於時代變遷與蔗糖產量的變化，臺灣近年，利用閒置空間轉型為具有特殊文化歷史的觀光糖廠，結合文化資產保存與再利用之文化經濟與發展具有觀光特色之文化資產價值。 本研究欲了解台南新營糖廠鐵道園區之文化資產保存與再利用規劃之整合文化經濟效益，使用工程經濟之財務評估結合台南市投入產出模型之總體經濟效益，加上外部淨效益與誘發效益，檢視其在不同時期的財務與經濟可行性發展。 在短期、中期以Reconstruction-Operation-Transfer(R.O.T.)、Build-Operation-Transfer (B.O.T.) 與Operation-Transfer (O.T.) 三種經營模式共同經營，其財務評估之淨現值前者後者分別為2.17億與13.19億元，對新營鐵道園區將提高獲利機會。若全區以O.T.經營模式經營，其財務評估之淨現值分別為-2.04億與-24.18億元，將不利於獲利，主要原因為評估時間短，整修與新建成本高，但預期在長期下將可能獲利。 而在短期與中期總體經濟效益為1252.09百萬元至15155.95百萬元、誘發效益為354.48百萬元至3080.23百萬元、外部淨效益介於62708.09百萬元至66110.97百萬元，總效益高達470956.91百萬元至1003867.27百萬元，故所有模擬結果皆為正面效益。 本文建構文化資產保存與再利用之文化經濟價值整合效益評估架構，完成新營糖廠鐵道園區再利用整合文化經濟效益評估，結果發現，新營糖廠鐵道園區結合文化保存與再利用之文化經濟發展，不僅能活化整個新營糖廠空間，也可以帶動整個台南市整體經濟效益提升。本文建構之文化資產保存與再利用之文化經濟價值整合評估架構為一全面性且可行的文化經濟評估法，可以在未來提供政府與民間推動文化資產保存與再利用時的重要參考，協助我國推展與擴大文化資產保存再利用與文化經濟政策。|
Taiwan has a profound culture in its sugar manufacturing history. In recent years, Taiwan has transformed its idle space into a tourist sugar factory with a special cultural history, combined with the preservation and reuse of cultural assets in the cultural economy and the development of cultural assets with tourist attractions. This research focuses on the cultural economy activities and targets on the Xin Ying Railroad Culture Park, the sugar industrial heritage in Tainan City. By using the financial assessment model of engineering economic and interpreting the overall benefits under the use of the input-output analysis. At the same time, this research shows the result of the net external benefits and induced benefits, and tries to investigate its financial and economic sustainable development in different time periods. Our research expects to provide some reference for local government while examining the direct and indirect benefits. With regard to the joint operating strategies of Reconstruction-Operation-Transfer (R.O.T.), Build-Operation-Transfer (B.O.T.) and Operation-Transfer (O.T.), the short-term and mid-term net present value of Xin-Ying Railway park are estimated to be 217 million and 131.9 million respectively. On the other hand, if the O.T. strategy is independently adopted, the short-term and long-term net present value of this project would be –204 million and –2,418 million. Based on the fact that the reconstruction cost and building cost are high, the project will only show positive returns in long-term investment In estimation, the overall economic benefits would be 1,252.09 million to 15,155.95 million. The induced benefits would be from 354.48 million to 3080.23 million. The net external benefits would be between 62708.09 million and 66110.97 million. Moreover, the overall benefits of the project lie in the range of 470956.91 million to 1003867.27 million. Therefore, all simulation outcomes remain positive This paper constructs a cultural and economic value integration benefit evaluation framework for the preservation and reuse of cultural assets, and completes the assessment of the cultural and economic benefits of the reuse of the Xin Ying Sugar Factory Railway Park. It is found that the Xin Ying Sugar Factory Railway Park combines the cultural economic development of cultural preservation and reuse. Not only can it activate the entire Xin Ying Sugar Factory space, it can also boost the overall economic efficiency of the entire Tainan City. The integrated assessment of the cultural and economic value of cultural asset preservation and reuse constructed in this paper is a comprehensive and feasible cultural and economic assessment method. It can provide important reference for governments and private citizens in promoting the preservation and reuse of cultural assets and assisting China in its development. And expand the preservation and reuse of cultural assets and cultural and economic policies.
