Title: 90-102年雲林縣海域水質變化探討
The study of seawater quality variation around the Yun-lin county coast during the period of 2001-2013

Abstract: 本研究使用環保署與工業局自90-102年在雲林縣海域之水質監測資料,進行資料統計與分析,以瞭解雲林縣海域水質狀態,環保署與工業局之水質監測項目分別共計有16項與31項水質資料,監測頻率為每季一次,資料分析結果發現,基本水質資料如pH、溶氧、氨氮、生化需氧量與大腸桿菌等項目,有少數樣水計pH有6次、氨氮有5次、生化需氧量、溶氧量與大腸桿菌均各有1次未符合甲類海域海洋環境品質標準,未符標準之測站與調查時間如下: pH,環保署測站分別為濁水溪口pH 7.2 (7.5<pH<8.5)與濁水溪口外四海浬測站pH 7.2,時間為92年第3季,工業局SEC5-05測站pH值7~7.4,計4次不符標準情形,分別為93年第3季、95年第3季與第4季,及97年第4季;大腸桿菌測值,工業局SEC5-05測站於96年第4季測得1300 CFU/100ml (法規標準< 1000 CFU/100ml);溶氧,工業局SEC5-05測站93年第3季測值為3.8mg/L (法規標準> 5.0 mg/L) ; 氨氮,工業局SEC7-05測站分別於94年第2季0.73 mg/L(法規標準 < 0.3 mg/L)、95年第2季0.34 mg/L與第3季0.86 mg/L及98年第2季0.74 mg/L,及SEC11-05測站95年第2季(0.38 mg/L); 生化需氧量,工業局SEC11-05測站95年第4季2.4 mg/L(法規標準< 2.0 mg/L),上述未符合甲類海域海洋環境品質標準之測值無持續性發生,應屬於偶發事件。而重金屬元素分析資料,均符合甲類海域海洋環境品質標準。環保署與工業局之水質監測資料,顯示90-102年雲林縣海域水質不合格率小於0.01%,且為偶發事件,為讓海洋資源永續發展,期待未來雲林縣海域水質不合格率趨近於零。
The present study employed the statistic method to evaluate the seawater quality around the Yun-lin county, in the central Taiwan, during 2001-2013. The seawater data were obtained from the EPA and the Industrial Development Bureau (IDB) seasonal investigation data. The statistic results indicate that some of the pH, DO, BOD, NH3-NH4+, and coliform data exceeded the A Class of Environmental Quality Standards for Sea Area. Totally, the exceeded frequencies were as follow: pH, six times; NH3-NH4+, five times; BOD, DO and coliform, once. The exceeded study area and survey time are as follows: pH, EPA station located in the estuarine mouth of the Zhuoshuixi pH value 7.2 (EPA 7.5<pH<8.5) and seawater at four-mile away pH 7.2, 2003 3rd season; IDB SEC5-05 station pH value 7~7.4, four times occurred in 2004 3rd season, 2005 3rd and 4th seasons, and 2008 4th seasons, respectively; DO, IDB SEC5-05 station DO value 3.8 mg/L (EPA standard > 5.0 mg/L) in 2004 3rd season; NH3-NH4+, IDB SEC7-05 station NH3-NH4+ value 0.73 mg/L in 2005 2nd season (EPA standard < 0.3 mg/L), value 0.34 mg/L in 2006 2nd season, value 0.86 mg/L in 2006 3rd season and value 0.74 in 2009 2nd season, and IDB SEC11-05 station value 0.38 mg/L in 2006 2nd season; BOD, IDB SEC5-11 station value 2.4 mg/L (EPA standard < 2.0 mg/L). The events of water quality exceeded the EPA Standard were very few and occurred occasionally. All of the trace metal concentrations data of the EPA and IDB survey results did not exceed the EPA Standard values. The statistic results indicate that the fail percentage of seawater quality is less than 0.01% among all the survey data. In order to maintain the marine environment sustainable, the fail percentage hopefully should be approached to zero.
