Title: An introduction of risk-based maritime security

Abstract: Abstract: This paper initially examines the basic concepts of maritime security. In particular, it elaborates on the current situation of piracy and terrorism and also the measures planned to prevent and lessen the impacts of such accidents. Secondly, the authors investigate matters relevant to the International Ship and Port Facility Security Code (ISPS) from a risk management perspective, namely, the qualitative and quantitative definitions of “threat”, “vulnerability” and “consequence”. Finally the paper deals with the risk-based security assessment and management model. An example is provided to illustrate the proposed methodology. The paper concludes that the risk-based security models should be constructed in order to obtain a proactive and cost-effective security measure.
