Abstract: Abstract: The Fishery Automatic Identification System (FAIS) is to provide collision avoidance and information exchange for port control system. The prime purposes are to ensure the safety of navigational vessels and to enhance convenience for the port control and entering/departing permit, also to be able to transmit back the real-time catch data and hydrological information for fishery science applications. Therefore, the Taiwan fishery government organization has developed several feasible Fishery Automatic Identification Systems for the safety of navigation and situation monitoring of the fishing vessels. After several years of thoroughly research and development we have some evidently results for Fishery AIS. However, it is uncertain and trading off to make a decision on which the best system is for the Taiwan FAIS. For this reason, based on the Marine Geographic Information System (MGIS) platform that utilizes the powerful capability of expressing and analy zing spatial data, our system integrates the mobile communication system and computer programming. These systems include GSM, VHF, SSB, Radio Buoy and inmars at C five different systems according to their communication distance from near to far. In this paper a Multiple Criteria Decision Making (MCDM) process is proposed for the system selection. Attributes of systems such as Economy, Efficiency, Secrecy, Benefit, and Extension are been evaluated. The weighting of attributes is evaluated via Analytic Hierarchical Process (AHP) and scores of alternatives via Technique for Order Preference by similarity to Ideal Solution (TOPSIS). The decision of most feasible system for Taiwan Fishery Automatic identification System will be suggested and concluding remarks presented.
