Abstract: The sustainability of fishery resources has been a primary issue for maintaining of global marine ecosystem. In order to protect regional or national marine resources, states and international organizations have been recommended to conform to the United Nations Convention on the Law of the Sea (UNCLOS) for maintaining a sustainable marine ecosystem. However, the implementation of fishery policy is still suffering from uncertainty and complexity. Game theory is an effective tool to analyze the problems of conflict behavior regarding natural resources. Generally speaking, it is a goal to gain maximum benefits and then choose optimal strategies when stakeholders have to face the limited resources competition. Taiwan has made a different fishery policy to handle the complex fishery problem; however, the implementation of fishery policy becomes more and more difficult than other public policies and is facing a serious resource-using conflict. In order to resolve the dilemma, this study attempts to adapt an approach of allocated payoff for gaining an optimal cooperative relationship between stakeholders and policies.
