Title: 基隆港轉型郵輪港之經濟分析

Abstract: 基隆是台灣最北端的都市,在1984年名列世界七大貨櫃港。但由於基隆港腹地過小,運輸量逐漸下降,再加上鄰近台北港的貨櫃轉移與中國港口開放下的威脅,導致基隆港口碼頭使用率僅三成多,基隆港不得不正視港口轉型的問題。而基隆的地理條件和豐富的自然資源非常適合郵輪旅遊的發展,近十年來進出基隆港客運人數大幅且快速成長,在2010年已近45萬旅客,這也正是目前政府當局努力著手的方向。本文利用投入產出法分析基隆港轉型郵輪港的經濟效益,進而探討郵輪旅遊與地方經濟發展之關係。本文以基隆港為母港有定期航次之麗星郵輪為研究對象,進一步估算2013年因麗星郵輪旅遊旅客在基隆地區產生的花費約有2.7億元。本文發現:首先,透過產業關聯分析基隆地區的產業特性,發現與旅遊有高度相關部門之批發零售業和運輸倉儲業,其敏感度與影響度皆大於一,亦即此類型產業為促進基隆地區經濟發展的關鍵性產業,基隆港轉型後之郵輪旅遊值得政府推廣與重視。其次,因麗星郵輪旅客花費帶來總產出效果部份可知,因為郵輪旅客在基隆地區之旅遊支出增加1%,將帶動基隆地區生產總值1.37%的成長。再者,從個別產業部門來看,基隆地區受到轉型郵輪港後,因麗星郵輪旅客在基隆地區相關總支出2.7億元,可為基隆地區帶來3.74億元的產出效益;其受影響最大之產業為批發及零售業,可以創造81,819,850元,占總產出效果的21.90%;其次是為運輸及倉儲業,因麗星郵輪旅遊可以創造的74,164,870元,占總產出效果的19.85%;第三位為住宿及餐飲業產出效果有71,586,100元,占19.16%。綜合各種效果分析,基隆港轉型郵輪港後發展郵輪旅遊確實能替基隆地區相關產業帶來正面且顯著的經濟效益。
Keelung is the northeast city of Taiwan. It was once ranked the 7th largest container port in 1984. However, the amount of cargo lifting volume is dropping every year because of the small hinterland; moreover, some of the containers had to be transferred to Taipei port for the past few years. Not to mention the biggest threat Keelung port and other countries are facing – the opening of China ports. All these above factors have resulted in the utilization rate of wharf of Keelung port decreasing to only 30%. Therefore, Keelung port has to strive for port transition to survive. The geographical conditions and rich natural resources are in favor of Keelung developing cruise tourism. Building Keelung port to be a cruise tourism spot is what Keelung government is devoting to do. Over the past one decade the passenger amount has been growing significantly, nearly reaching 450,000 passengers in 2010. This paper applied input-output model to analyze the economic benefits by the transition of Keelung port, and explore the relationship between the development of local economy and cruise tourism. The case study of this paper is to Star Cruise. Because it is a well-known cruise tour business with regular voyages using Keelung port as its homeport. It is estimated that the passengers from Star Cruise has spent NTD 27 million in Keelung city during 2013.The main findings are as follows: (1) This paper shows through the analysis of industrial relationship among Keelung region, the sensitivity and power index of wholesale trade and retail trade and transportation and warehousing that highly-related to travel industry are both over 1. Hence these businesses are the key to stimulate the economy of Keelung region, and cruise tourism is a successful transition the government needs to promote and put more effort to support. (2) The total output effect shows the 1% increase of spend from passengers can lead to 1.37% growth of total GDP of Keelung region. (3) The spend of NTD 27 millions can create output effect of NTD 37.4 million for Keelung region. Those industries benefit from cruise tourism the most are wholesale trade and retail trade (NTD 81,819,850 / 21.9% of the total output effect), transportation and warehousing (NTD 74,764,870 /19.85% of the total output effect), and accommodation and food (NTD 71,586,100 / 19.16% of the total output effect). According to the research and analysis of this paper, the transition of Keelung port – developing cruise tourism can bring Keelung great and profound economic effectiveness.
