Abstract: 摘要:本文根據1995年至1999年現階段台灣地區國輪航行員及輪機員之人數,應用灰色理論GM(1,1)模式採五點建模,分別預測我國2000年至2001年航行員與輪機員每年之總供給量。同時,運用國輪總艘數來預測航行員及輪機員每年之總需求量,並作交叉分析,來探討台灣地區海上人力供需問題,獲得了一些重要參考結果,此結果可提供政府相關單位,擬定臺灣地區人力政策之參考。
Abstract:Based on the numbers of deck officers and engineerinh officers in Taiwan from1995 to 1999, this study applied the GM(1,1)model of Grey theory to forecast the annual supply of Taiwan deck officers and engineering officers for the years 2000 and 2001. In addition, this study employed the numbers of national vessels to forecast the annual demand of deck officers and engineering officers and used cross anaolysis to investigate the manpower supply and demand of ocean deck offices and engineering officers in Taiwan. Results of this study can be valuable references for pertinet authorities when setting manpower policies for ocean transportation in Taiwan.
