Abstract: Abstract:The article presents the Fuzzy Monitoring System (FMS) to decide the optimal rudder steering procedure for collision avoidance decision based on fuzzy logic theory (FLT). In this paper, the concept of fuzzy collision danger domain (FCDD) will be proposed and the objective of decision guidance model for collision avoidance will be implemented. Starting from the VTS standpoint and integrating AIS data into marine geographic information system (MGIS) as a platform. When the dangerous collision alarm is warned from VTS collision alert system [1], the FMS will advise the optimal timing and angle of rudder for the give-way vessel according as the fuzzy collision danger domain and the collision avoidance knowledge base (CAKB) based on the international regulations for preventing collisions at sea (COLREGS). A fuzzy collision danger domain will be created via fuzzy logic theory and forbad entering for give-way vessel. The fuzzy rule-base comprises a collection of fuzzy multi-input single-output IF-THEN rules. The optimal timing and angle of rudder depend on advance of vessel can ensure that action taken to avoid collision with another vessel shall be such as to result in passing at a safe distance.
