Title: 電腦輔助航路計劃與最適化航法之研究

Abstract: 摘要:電子、通訊、資訊科技與觀念的進步使現代船舶航儀趨向自動化、管理作業趨向電腦化,在整體的發展上更明顯有著整合的大趨勢。然而以往於紙製海圖上以人工處理航海資訊的方式,卻一直沒有具體的改進。隨著船舶航儀資訊整合系統的演進,以數位化之「電子海圖」替代傳統紙製海圖已成為航海現代化的革命性關鍵。所謂「替代」,除了必須能與紙製海圖同等便利而可靠地表現海圖資訊之外,應能減輕航海工作負荷,使航海人員以更為方便與省時的方法執行目前於紙製海圖上執行的所有航海例行工作,以節省人力、減低人為疏失、提高航行安全與效率。 人為疏失可說是海難發生的最重要肇因,其比率甚至可達85%。本研究將航路計畫的程序電腦化,結合電子海圖與全球衛星定位技術,其目的即在於有效減低人為疏失之機率,增進航行安全與效率。 在航程計畫的評估與計畫方面,本系統提供簡便之視窗介面供航海員選擇航法、設計各轉向點,在電子海圖上顯示分析航程計畫,並可考慮燃油消耗等成本以提供航速建議。此外,對於航程所需之航海書刊表(如:航行指南、燈表、港口指引等),本研究設計以多媒體超本文之電子形式提供線上查詢顯示,亦可與網際網路相連取得航船佈告等更新資訊。 在導航方面或航程計畫的執行與航行校核階段,本研究將GPS所得的船位資訊即時顯示在電子海圖上,進而根據輸入之船舶特性與限制(如:安全水深、迴旋圈限制、偏航範圍限制等),判斷此點船位周圍可能存在之危險,而給予適當的警告。對於船舶所經過的各個航路點、船舶本身的特性與系統所發出之警告等,本系統都可將其詳細而完整的記錄下來並有重播的功能可供事後檢討。 本系統不僅能夠簡化傳統紙上作業的航程設計,而且能夠監視船舶航行安全,對於船舶的航跡,也有詳細而完整的記錄,當能實質提升海上航行安全。
Abstract:Historically, the inherent technology embodied by the paper chart and the data processing techniques used with information, i.e. crude hand tools and a human being, have not kept pace with the technological leaps in vessel construction and instrumentation. No major benefit in terms of overall vessel safety and efficiency has been obtained from chart technology until recent years with the advent of digital marine cartographic data coupled with GPS satellite technology. To date, the full potential of this new medium has yet to be exploited. In replacing paper charts with electronic ones, a convenient and time-saving way needs to be developed for mariners to perform all navigational routines, so that the safety and efficiency in navigation can be obtained. Besides, in transition from paper to electronic charts, many long established traditions need to be re-investigated. This project is to develope a marine information system. In this project, the system will be utilizing digitized electronic nautical chart data to facilitate navigational computation, sailing optimization, and to assist route planning.
