Abstract: 我國乃為全球第七大散裝船噸供給國家,於全球散裝航運市場中扮演重要之角色。本研究以散裝航運為對象,希望透過效率評估的方法,衡量不同的營運方式對於澳洲至中國鐵礦砂之C5航線的整體績效表現。由於散裝營運主要方式包括論時傭船( Time charter, T/C)與論程傭船(Voyage charter, V/C)等型態,且營運間可能同時存在相同環境變數的情形。故本研究運用Jahanshahloo et al. (2004)提出的多活動資料包絡分析法(Multi-component Data Envelopment Analysis Model, MDEA)將整體航線營運方式區分為V/C和T/C,並衡量各別營運績效表現;利用層級分析法(Analytic Hierarchy Process, AHP)求出不同營運方式對於散裝業者的重要程度為何,期能提供管理者更完整之分析與改善決策之參考。研究的結果顯示,2007/4、2008/1和2008/2的論程傭船以及2007/4和2008/4的論時傭船營運是2005-2009年當中最有效率的各別季航線營運。在效率檢定部分,兩種營運方式並無顯著關係。根據趨勢圖分析,2005年和2008下半年之後的營運效率皆呈現下滑趨勢,因此論時傭船的營運績效皆比論程傭船佳。
In this paper, we consider the problem of determining efficiency of time charter (T/C) and voyage charter (V/C) of the bulk shipping line between Australia to China (C5 route). However, in this case, some inputs are often shared between T/C and V/C, we apply the Multi-component Data Envelopment Analysis Model (MDEA) proposed by Jahanshahloo et al. (2004) to estimate their efficiencies. The route C5 of bulk carrier A is used as an example and the sample data is from 2005/1 (the first quarter of 2005) to 2009/4(the last quarter of 2005). Analytic Hierarchy Process (AHP) is used to identify each of the relative importance of inputs, outputs and environmental variable between T/C and V/C for the bulk carrier. The results show that 2007/4, 2008/1 and 2008/2 for V/C; 2007/4 and 2008/4 for T/C are the most efficient, while the difference between efficiencies of T/C and V/C is insignificant. According to trends analysis, we find that the operational efficiency shows declined in both the whole quarter in 2005 and the third and forth quarters in 2008, Overall the efficiency of T/C performs better than that of V/C.
